I am not sure if one describes Newtown Avenue as being located in Blackrock or Seapoint.

Up until I have referred to this type of sculpture as "red metal things" but someone suggested that "red metal yokes" might be a better description. Anyway, ever town, village and location within the island of Ireland appears to have an anomalous metal sculpture painted red ... I have seen a few yellow ones and one green one in Blackrock in Cork.

Let me know if there is one near you.
