The settlement grew where the River Brosna could be forded and around an early monastic site at Lynn. From the 12th and 13th centuries the Normans established a manor and borough, with records of burgesses, markets, fairs, a motte‑and‑bailey, Augustinian and Dominican houses and fortified dwellings. When Westmeath was carved out of Meath in the 1540s, Mullingar was made the county town and became the county’s administrative centre.
